The Djiboutian Civil War, also known as the First Afar Insurgency, was fought in Djibouti from 1991 to 1994 and grew out of uneven power-sharing between the country's Issa and Afar populations. Government forces under President Hassan Gouled Aptidon, supported by France, fought the Front for the Restoration of Unity and Democracy (FRUD), led by Ahmed Dini Ahmed and Ali Mohamed Daoud. The war caused thousands of deaths before ending in a government victory and the FRUD Peace Accord, though a radical faction that rejected the settlement went on to continue a smaller insurgency.
