The Tor is a Russian all-weather, short-range surface-to-air missile system built to shoot down aircraft, helicopters, cruise missiles, unmanned aerial vehicles and short-range guided munitions at low to medium altitude. It was developed by the Soviet Union under the GRAU designation 9K330 Tor and is known to NATO as the SA-15 Gauntlet, and a naval variant was fielded as the 3K95 Kinzhal.
