The OTR-23 Oka was a mobile theater ballistic missile deployed by the Soviet Union near the end of the Cold War to replace the aging R-17 Elbrus. Carrying the GRAU index 9K714 and the NATO reporting name SS-23 Spider, its introduction significantly strengthened Soviet theater nuclear capability, since its range and accuracy allowed it to strike hardened NATO targets such as airfields, nuclear delivery systems and command centers, as well as moving targets. It also had a fast reaction time of roughly five minutes and was considered nearly impossible to intercept.
