The Carthaginian army Hannibal commanded in the Second Punic War was a multiethnic force rather than a citizen levy, drawing on Iberian, Gallic, Numidian, Libyan and Greek troops bound by mercenary and allied contracts. Iberian infantry split into heavier scutari and lighter caetrati troops; Numidian light cavalry became a decisive arm at Cannae; African and Libyan heavy infantry formed a veteran core. The army also fielded North African war elephants as a shock weapon.

When did the Carthaginian army and its Numidian cavalry allies first take shape as organized fighting forces, rather than simply appearing first in surviving written accounts?

Ancient historians such as Polybius describe these forces already in action rather than describing their formation, so the earliest surviving mention of each force is not evidence of when it actually began; both evolved gradually out of longstanding recruiting and alliance practices rather than being founded on a known date.
