People's war, or protracted people's war, is a Maoist military strategy first developed by the Chinese communist revolutionary leader Mao Zedong, dated by historians to the Chinese Central Committee's 'General Outline for Military Work' of May 1928. It holds that a revolutionary force too weak to fight conventionally can prevail by embedding itself among the rural population, trading space for time, and drawing a stronger enemy into a protracted struggle it cannot sustain.
